Golden Indonesia 2045 is the nation’s grand aspiration to become an advanced, sovereign, just, and prosperous country by the 100th anniversary of independence. To achieve this, a high-quality demographic bonus is needed: a young generation that is knowledgeable, of good character, competitive, and with strong moral integrity.
The Scout Movement, officially established on August 14, 1961, has been one of the pillars in shaping the character of Indonesian youth. Based on the Dasa Dharma and Tri Satya, Scouting integrates character education, life skills, leadership, and community service.
A. Philosophical Background
Scout values are not merely rules or slogans, but an educational philosophy that balances three main aspects of human development:
- Head – intelligence, knowledge, and skills.
- Heart – moral values, empathy, and integrity.
- Hand – concrete action, practical skills, and service.
This approach aligns with the Character Education concept promoted by the government and supports the vision of Pancasila as the nation’s ideology.
B. Core Scout Values Relevant to Golden Indonesia
Based on the Dasa Dharma, these values can be grouped into several dimensions:
- Spirituality and Morality
Devotion to God Almighty.
Maintaining personal integrity through honesty and responsibility.
Fostering gratitude and humility.
- Social and Environmental Care
Love for nature and compassion for fellow human beings.
Being part of solutions to social problems (poverty, education, health).
Encouraging concrete actions to protect the environment (green scouting).
- Independence and Resilience
Discipline, diligence, skillfulness, frugality, and modesty.
Survival skills to endure difficult situations.
Wise management of resources.
- Patriotism and Nationalism
Loyalty to the Republic of Indonesia.
Readiness to defend the country according to one’s abilities and expertise.
Appreciating cultural diversity and national unity.
C. The Strategic Role of Scouting in Youth Character Formation

Training members to lead teams, make decisions, strategize, and take responsibility. - Strengthening Independence and Responsibility
Camps, expeditions, and skill competitions hone time management, resource management, and teamwork. - Life Skills Development

Scouting App platform to connect members and leaders nationwide.

Campaigns against hoaxes and hate speech.
Digital literacy education in schools and communities.
Advocacy on environmental issues such as climate change, renewable energy, and zero waste.
- Youth Entrepreneurship Innovation
Scoutpreneur programs to cultivate entrepreneurial spirit.
Utilizing technology to market local products.
Collaborations with MSMEs and state-owned enterprises.
- Multi-Sector Collaboration
Partnerships with schools, universities, local governments, and NGOs.
Participation in national and international projects (SDGs, World Jamboree).
E. Challenges Faced
- Declining youth interest in face-to-face organizations.
- Distractions from gadgets and social media.
- Lack of curriculum updates and training methods.
- Limited facilities and funding in some areas.

Modernizing Training Methods: Combining classical Scout skills with modern technology.
Contextual Curriculum: Integrating global issues such as climate change, digital entrepreneurship, and cyber security.
Capacity Building for Leaders: Equipping Scout leaders with training in technology, event management, and public communication.
Strengthening Scout Identity and Branding: Positioning Scouting as a positive lifestyle for young people.
